Who is eligible for the Job Training Fund?
The Job Training Fund is available to businesses located in New Hampshire and businesses intending to locate in the State, and who pay quarterly taxes into the NH Unemployment Trust Fund. Businesses that make voluntary (reimbursable) contributions are not eligible. Local, county, and state political subdivisions are not eligible for the program. Temporary worker agencies will be categorized as the employer of record if they are contracting with a company to supply temporary workers, and as such must meet the requirements of a company in good standing. The temporary worker agency must be included in the application as a Co-Applicant.
Who can provide the training?
The Community College System of New Hampshire (CCSNH) is a key partner to the Job Training Fund, as well as the “vendor of first resort.” Job Training Fund applicant companies must first review their training needs with Beth Doiron at 603-206-8185 or email@example.com. With seven campuses and an advanced manufacturing training center in Rochester, companies have an opportunity to upgrade their workers’ skills with a variety of courses through CCSNH. In addition, the Business and Training Director at each campus can customize training for the specific needs of a company. Training can take place on-site or on-campus.
In the event your local community college does not or can not provide the training you want for your employees, Beth Doiron will provide a waiver and you can seek another training vendor to fit your needs.
What training costs are allowed by the Job Training Fund?
Training programs may include, but shall not be limited to: structured, on-site laboratory or classroom training; basic skills; technical skills; quality improvement; safety; management and supervision; English as a second language.
Unallowable costs include: Salaries, wages, travel costs, bonuses, and benefits of employees in training; In-kind contributions; administrative or entertainment expenses; and costs resulting from violation of or failure to comply with federal, state, or local laws and regulations; and costs or portions of costs resulting from training programs completed or started prior to the date of grant approval.
All Program Development Costs must be itemized and such costs are limited to 20% of instructor fees and the Job Training Fund is for skills training only. Consultant work leading up to training cannot be funded, nor will any consultant work as part of the description of services or scope of work be funded by the Job Training Fund share of the grant. The applicant assumes all costs of consultant work.
Funds for training grants shall supplement and not replace funds available through existing programs conducted by the business entity, or other public or private training programs. This fund does not cover training programs required by state or federal law, and does not replace established company programs such as tuition reimbursement programs; OSHA required training; renewals for licenses required by state or federal government agencies.
Who can be trained?
Employees who are either residents of New Hampshire, or who work at the business that is located or intends to locate within the state, can receive training from the fund.
What is the matching requirement of the grant?
A minimum 1:1 cash match is required. Ineligible matching funds include salaries, wages bonuses and benefits of employees in training; in-kind contributions; administrative or entertainment expenses; and costs resulting from violations of, or failure to comply with federal, state or local laws and regulations.
The minimum grant allowed is $750. The maximum grant that can be requested is $100,000. Any grant award of $70,000 or more has to be approved by the Governor and Executive Council, which will add at least one month to the process before training can begin.
Who decides if a grant is awarded?
A grant application will be reviewed by the grant administrator at the Office of Workforce Opportunity for completeness and accuracy. New Hampshire Employment Security (NHES) and the NH Department of Labor are asked to review the applicant’s status as a company in compliance with state laws. A contact person representing the applicant will attend a review meeting to answer any questions regarding the application.. The Commissioner of Business and Economic Affairs will determine grant awards.
Companies can receive one grant at a time.
How soon can training begin once a grant is awarded?
We will inform you whether you have received a grant. At that time, we will send an Agreement (contract) which must be signed by an officer of the company and returned to us (additional requirements are outlined in Managing Your Grant). We will then circulate the Agreement package to the Commissioner of Business and Economic Affairs (BEA) and to the Attorney General’s office for their signatures; this can take up to two weeks. Upon the full execution of the Agreement by all parties, we will send you a copy for your records, and at that time training can begin.
In general, we recommend that training should not be scheduled to begin until one full month after the application is reviewed in the event there are delays executing the Agreement.
The Job Training Fund will not reimburse for training that takes place prior to the full execution of the Agreement (though deposits to training vendors are permitted).
How are training funds distributed?
Training funds are distributed on a cost-reimbursement basis after each training course is completed and paid for. We will supply a request form which must be accompanied by an invoice from the training provider and proof of payment by the company such as a cancelled check or credit card statement.
Is a final report required?
Yes, per the rules of the Fund, each company must submit an evaluation of their training and expected outcomes after completion of their course(s). We have simplified this reporting process to an online questionnaire. We may also send periodic surveys to participating companies to measure their satisfaction with the Job Training Fund program. Please note that a company cannot be considered for an award unless they have submitted a final evaluation for any previous grants. Once training is finished, all reimbursement requests have been submitted, and a final evaluation on the training has been completed, an application can be made for a new grant.
What are the deadlines for submitting an application?
